Nothing that radical. A group of people gains control of a system through some mechanic (it doesn't matter what). They get ISK based on the economic activity of the system. That's it. Maybe the sentries could ignore them when they fire on someone in system, but that's a big maybe. The motivation and everything else is purely economical.
As to the running of Lvl 4's. Sure, but that's not the same issue. It is a completely different issue from the one we're discussing here.
Oh and one more thing. The whole "carebear" attitude is all well and good, but you have to realize that if they are not valued and protected, the region becomes a dead zone of gankers with no market, no reason to go there and nothing interesting. Just like low-sec is now.
The truth is EVERYONE benefits from having more "carebears" in low-sec, but forcing someone to go there without providing some support mechanic, as I have here, is just going to cause the numbers of pirates to go up, and return the situation to basically what it is now. Please read the Problem section.
i am far from a carebear, but if we continue to label the kids, they will not come out to play. just as EMO'S pollute low sec, carebears hang in empire (because of the latter). it will take a huge effort for corps to police their space and surrounding chokepoints to allow free trade, let the emo's gank, just on our terms, want to shut a chokepoint let the emo's back out (meaning dont blow them away) and let them choke that point, emo's have their uses so do care bears.

until there is culpability, low sec will continue to wither away as alt carebears and carebear carebears use empire the majority of the time. there is just no reason to go out to low sec anymore, even with that huge blah blah we have read it before post OP, but nice try.
you want to make a change op, one that will make a difference? then spend the next 6 months freeing up 5 busy choke points, and posting on the forums about it, word of mouth will get folks out faster to low sec than an idea posted a hundred times.
